Under the terms ot the forest homestead law national forest laud cannot be opened to set llement unless the eecretary of agriculture has recommended to tbe secretary of jhe interior that it be listed for settlement; and listing is not possible until a survey ha* been ipajje. The secretary of agricul ture has no authority to list auy laud unless art examination has shown that the land is more suit able for agriculture than for forest purposes. So wbeu land is applied for, employes of the departmedt of agriculture are sent to ascertain its character, aud at the same time make a survey of it by meteB and bounds if a survey is necessary. This survey, however, could not be accepted as » basis for patent, because only surveys under tbe supervision of the surveyor general can, under tjjg law, be accepted as a basis for passing title. In con sequence, under the procedure pro vided for when patent is sought to unsurveyed lauds, the settler on land within a national forest has had to pay for a second sqyvey. This has been felt to be especially hard because it has subjected set- tiers on national forest# to ex pense which settlers qn surveyed public lands do not h^ve to ^ear. Since it merely duplicated the wprk of the first survey, fbepe seemed no re&aon why this first survey might not gnawer both for listing the l#nd aud lor patenting if. The survey for listing, tnade by forest officers, has always been without expense to the prospective homesteader. Under the new ar raugement tbe field expenses of the survey will continue to be paid by tbe department of agriculture, so that the applicant will merely be called on to meet tbe cost of check ing up and platting the surveya by tbe surveyor general. This will remove one of the greatest objec tions to tbe workings of the forest homestead law. The officials of both tbe department of agriculture and tbe department of the interior are pieqsed that the way has bpen found, through co-operation, in tbe surveys, to simplify the procedure, cut out a duplication of work and lessen the cost of settling upon ag ricultural lands within national i orests.
