Suite 100, Billings, MT 59102. 19-2Ic MNAXLP Final art project - decorative masks By Angel Wyrwas For over 25 years the sixth grade students of Ms. Brenda Hansen have been making deco- rative masks as a final elementary art project. Ms. Hansen says no two masks have ever been alike. \At first the kids designed their own masks,\ said Ms. Hansen, \but this ended quickly because their designs were not com- plicated enough. I wanted them to experience a harder level, more materials, and a wider range of designs.\ At first sequins were popu- lar items that made the mask sparkly and in- teresting. Then different types of paints were used to help make masks with varying tex- tures. This year, after 45 years of teaching, Ms. Hansen is cleaning out her cupboards and find- ing a variety of interesting items to use on the students' masks. Some masks this year have paper drink umbrellas, snakeskin, beads, puz- zle pieces, peacock feathers and foil. Over the years, many former students have related to Ms. Hansen that they still have the mask they made in class. A retirement party was held May 17 to honor Brenda Hansen, Brenda McPhee, Don Schillinger, Greg Gunderson Jan Rustad and LaDonna Freimark for their many years of dedication to Baker Schools. Growth Policy update Submitted by Mary Grube, Planner Administrative Asst. The Planning Board mem- bers have been busy talking to the public, government enti- ties, public servants, large landowners, conservation, business owners, oil field rep- resentatives and the general public to gather information in broad strokes for Fallon County's Growth Policy. 'through this process they have been meeting bi-weekly with work sessions, and holding their statutorily required quar- terly meetings in the interim. Through it all they have pa- tiently listened to public com- ment. i nfonnation surrounding the decline, and changes that have occurred since the last growth policy was adopted. Many wonder,. how the growth policy is used once it is adopted. Although the growth policy is not a regulatory doc- ument, the governing body within the area covered by the growth policy pursuant to 76- 1-601 must be guided by and give consideration to the gen- eral policy and pattern of de- velopment set out in the growth policy. The governing body may not withhold, deny or impose conditions on any land use approval or other au- thority to act based solely on compliance with a growth pol- icy adopted. Long range planning activi- ties can be very broad. The Planning board will take these activities into account when preparing the comprehensive plan. A Growth Policy is a comprehensive plan which takes into account the entire plan for the area in past events, present events, and the future social, physical, and economic trends that can benefit the community. The Growth Pol- icy is intended to be a flexible document. This is why state statute requires government to update their growth policy every five years. So far the Planning Board has gotten broad public partic- ipation in forming goals and objectives for the updated growth policy. \The only con- stant is change, continuing change, inevitable change; that is the dominant factor in soci- ety today.
