Randy has had a discussion with FEMA regarding the tor- nado event and the issues everyone is facing with the Baker Lake. Randy stated Fallon County will need to make a formal request from the State of Montana. They will then come in and do an assessment of costs in relation to the Lake, etc. Commis- sioner Baldwin stated our County Engineer will com- plete his assessment as well. Randy stated all photographs will be very helpful now. Fallon County will also need to write the letter to the State DES and carbon copy the Governor to ask for their assistance. Ask for FEMA to do a cost assessment of total damages so there is a number FEMA accepts. This is out- side of what the private insur- ance will pay for. Individuals need to document their ma- chinery and labor given to- ward this effort. Public safety is the biggest concern. The group further discussed impact this will have on the 'Landfill and the road to the Landfill. Shannon stated the Corps is not as concerned about drain- ing the lake as getting the re- quired approval from the State of Montana and other required entities. 12:20 PM Chuck Lee, DES Coordinator, stated Dale Bu- tori, Deputy DES Coordina- tor, informed him they are running low on food re- sources at the Baker Fire Hall. Would like them to talk to Jon Tester about draining the lake as there is a ton of garbage; Fal- lon County would like finan- cial assistance to do this. 3:00PM PRIMARY ELEC- TION CANVASS PRESENT - Canvassers - Steve Baldwin, Deb Ranum and William L. Randash; Election Clerk -Kathy Newell, Election Administrator - Brenda J. Wood. Commissioner Baldwin read aloud the count for each indi- vidual, including write-ins and Commissioners Ranum and Randash made sure the numbers compared correctly. After the canvass was com- plete, it was found all num- bers corresponded with the unofficial tally. Full informa- tion can be obtained from the Clerk and Recorder's office. 3:20 PM Brenda and Kathy left the meeting 3:20 PM- Mary Grube gave 'updates on what services KU is willing to offer during this time. 3:21 PM- Mary Grube left the meeting. 3:20 PM Jeff Gates, District DES & Shannon Hewson, i lirosz Engineering and Jason Rittal, County Development It Advisor Discussed new federal fund- ing guidelines. Assuming we will seek federal funding, es- pecially with the Baker Lake damages. To help them assess the costs in the best way. There will be a pre -disaster assessment to determine if it qualifies and then it will go to the Presidential side. Timeline according to Jeff: Not very fast, but have to get the num- bers within 30 days from Sat- urday, to submit for the Pres- idential Assistance. 3:25 PM- Jason Rittal left the meeting. 3:30 PM- Jeff left the meet- ing. The group further discussed the best means of factoring the cleaning costs of the Baker Lake and how to deal with removal of the debris. 4:00 PM Shannon left the meeting. 4:00 PM The Commission left to attend the tornado briefing in the Library EOC (Basement). 5:00 PM RECESS Commissioner Ranum made the motion to recess. Randash, mem- bers 9:00AM - The Commission signed the agreement between Fallon County and MK Wee - den Construction, LLC to purchase approximately 30,000 yards of crushed road gavel within five miles of Cap Rock Road in accordance with County specifications. The agreement is on record in the Clerk and Recorder's of- fice. The Commission spent the balance of the morning work- ing with and taking care of business relating to the tor- nado event. 12:00 PM RECESS Commissioner Randash made the motion to recess. Contractor - Cucancic, Billings, $1,646,884 Contractor - Heart MTN Const., LLC, Powell, WY, $2,339,646 Contractor - Tooz Construc- tion, Dickinson, ND, $1,519,499 All above bids had a sub- stantial completion date of May 1,2017. One other bid was received from Battle Ridge Builders and they asked that their bid be pulled. The bids will be further reviewed and tallied to make sure the figures are all accurate. Randash, mem- bers; Lani DeBuhr, Clerk 9:00AM COMMISSION WORK SESSION BOARD APPOINT- - The Commission made and approved the mo- tion to reappoint Randy Wolenetz to the Fallon County Weed Board and Judy Gunderson to the Fallon County Council on Aging Board. MISCELLANEOUS- The Commission reviewed and signed general journal entries to move funds from one ac- count to another. The Com- mission reviewed department reports, newsletters and no- tices; revenues received dur- ing the week; emails sent to them from state agencies and other entities that required no discussion, action or decision. QUOTES- The Commission reviewed a quote from Thiel Brothers to replace the exist- ing metal roof on the Exhibit Hall at Fairgrounds due to it being improperly installed initially. No decision was made at this time. David Es- peland, Fallon Medical Com- plex CEO, notified the Commission of the additional quote he received from an- other seal coat company for the FMC, PVC and Health Department parking lots. David suggested the work be given to Top Notch due to their high quality of work and price and the Commission agreed. The Commission re- ceived a quote to replace the compressor in the PVC A/C unit for $5,349 and they ap- proved of the work to be done. CHANGE OF RATE AP- PROVAL FORM- The Com- mission reviewed and signed Change of Rate Approval Forms for Michael Heiser and Lori Hall for successfully completing six months as a Dispatcher. 10:00AM ROAD DEPART- MENT UPDATES Present: Alba Higgins, Shop Foreman; Bobby Wiedmer, Road Supervisor; Dale Bu- tori, Weed Supervisor; Shan- non Hewson, Brosz Engineering SHOP UPDATES- Alba Higgins gave updates on the vehicles and equipment they are servicing or repairing this week. Alba notified the Com- mission a calf was hit and killed by one of the County trucks last week and they have turned it into the insur- ance. The Commission gave Alba permission to get bid specs for a new blade. ROAD UPDATES - The Commission and Dale Butori discussed if the County should continue to spray pri- vate driveways for weeds due to the problems he is having with several landowners no longer wanting them sprayed or wanting them sprayed a certain way. No decision was made at this time. PROJECT UPDATES - Shannon Hewson gave up- dates on the following County projects: Cooper Bridge and the Drainage Culverts through Town. 11:00AM COMMISSION WORK SESSION Present: Shannon Hewson, Brosz Engineering; Rich Menger, Sanitarian; Mary Grube, Planner Administra- tive Assistant BAKER LAKE CLEANUP - The Commission, Rich Menger and Mary Grube re- viewed emails regarding Baker Lake from DEQ and FWP. Rich told the Commis- sion there was no fish kill or petroleum sheen on Baker Lake after the tornado and said that's a good sign as it shows there was most likely little contamination. Rich will be submitting a water test for the lake today. PREDATOR CONTROL - The Commission reviewed and Commissioner Baldwin, as Chairman, signed the Pred- ator Control MOU commit- ting $14,000 towards predator control in Fallon County for the period of July 1, 2016 to June 30, 2017. 11:45PM PUBLIC COM- MENT No one appeared for public comment. 12:00PM NOON RECESS I:15PM SPLASH PARK UPDATES & PAY APP DIS- CUSSION Present: Scott Rabbitt, Parks Director; Greg Steckler, Stably Engineering Greg Steckler and Scott Rabbitt met with the Com- mission to discuss the most recent Pay Application sub- mitted by KO Construction. The Commission gave per- mission to pay it and reduce the retainage to 1% until they can complete the items in the bath house after the insurance adjuster makes his visit to as- sess damage from tornado. Scott and the Commission discussed the steps that need to be taken to get the Splash Park open again. 1:50PM- Chuck Lee, 911/DES Director, joined the meeting. Chuck Lee, Lani DeBuhr and the Commission dis- cussed Chuck taking over the volunteer and donation duties for the tornado relief effort. 2:00PM- Pat Ehret, Fair Board Chairman, joined the meeting. The Commission and Pat Ehret discussed purchases that were made without Fair Board approval. Pat said she has been trying to stop this happening and the Commis- sion advised Pat to contact the County Attorney to ask what the law is that governs this. 2:10PM CLAIMS AP- PROVAL The Commission reviewed and approved the June Mid - Month Claims in the amount of $391,720.22 and they are filed in the Clerk and Recorder's Office. 4:00PM COUNTY ATTOR- NEY UPDATES Present: Darcy Wassmann County Attorney Darcy gave the Commission updates on the Hay Lease, MacKay Land Lease and Health Department contract for use of building. The Com- mission and Darcy discussed the WBI Energy Lease lan- guage and Darcy and the City of Baker Attorney's attempts at getting it changed. 4:30PM- Mike Kirschten, Member of the Public and Landfill Operator. joined the meeting. Mike Kirschten asked the Commission if they had re- ceived a bill for the Rifle Range Bathrooms and the Commission said they will contact Griffith Steel to get it. Miscellaneous Items- Darcy and the Commission dis- cussed board member con- duct when items are purchased without board ap- proval. Darcy asked the Com- mission if they wanted to do anything about the Cyber Se- curity Grant award process.
