At a Prohibi- tion meeting ' in Philadelphia one orator cited the command to 'Adam, \Thou shalt not eat\ of the forbidden fruit as evidence that it wa$ right to make prohibitory laws. A gentleman in the audience suggested that \If Prohibition don't work any better in Pennsylvania than it did in theGar- den of Eden, it won't be much of a snecesa,\ and the argument there- upon seemed to flatten out. Should the Constitutional Convention decide to make air appor- tionment of the Territory for Legis- lative purposes other than that now . existing, I shall favor á fish; and equitable apportionment regardless of thé politiétareffect. . • In presenting myself as an Jude pendent candidate, I. do not claim any superiority over the gentlemen who may receive the party nomina- tions. I simply say that I • (lesire to be a member to the Constitutional Convention and that as a member of that body I hope to he able to assist in making a Constitution in the in- terest of tile people. But, further, I do not wish to go flic Convention as the special representative of a politi- cal party. In the present condition of political matters in this Territory, such a representative of n political party is • compelled to submit his opinions to the dictum of a. party miens frequently composed of a small number of persons and some of these conteed by outside influences other than the good of the people or the State. As instances of what the par- ty caucus may demand, I may cite the condition of the county officers. As 'stated as above, I believe that justice requires that théy should have the privilege of serving'out the terms for which they were elected last fall. Party policy may demand that a new set of officers be elected next fall and a party caucus might so, decide and demand the support -of every Delegate elected by the party. Again, party policy May demand an unfair appor- tionment of the Territory for Legis- lative purposes, an -I believe that in this and other matters the interests of the people are superior to the interests of the party. That I may be free of party influences, should the people of Jefferson county send me to the - Con- vention, I place \iv name before (hein independent of party. WILL KENNEDY.
