The following is the registration law enacted at the last session of the Leg- iSlature of thé Territory of Montana and which went into effect on the first day of the present month: An act to provide for the registration of the names of electors and to pre- vent fraud.at elections. Be it enacted by the Legislative ..44eembly,of the Territory of 411ontanui' • Sri ox I. The Boards of County Commissioners of the several counties in Montana shall at their regular meeting in June, 1889, and thereafter at each regular_ June meeting to. be held every general election year, lay emit their several and respective coun- ties in convenient Election Districts which shall be numbered and known as Election Dietrict No. 1-, Election District No. ?, and so on. There shall not be less than two nor more •thern twenty Election Districts in any sin- gle county. The County Commission- ers shall, in creating and catablishing --said Election Dietriets ï inelude-in-any one district as many polling -places and precincts as shall be necessary and convenient for the voters of the said Election District, wherein such voting precincts may be esta,blIshed. The polling precincts shall be established as may be provided by general laws; - .provided, that in June, - 1889, the Election Districts to be established under this law shall be established with reference to and to include every precinct where votes were cast at the last general election in Montana held prior to June, 1889, but no voting precinct shall be established after the first (lay of registration as herein pro- vided. ' And at any regular meeting after June, 1889, and prior to the first i day of registration as herein provided, the County Commissioners shall have ' liehed as herein provided for; provid- ed, after June, -1890, nO incretuse or dechase shall be 'made in the number of such Election Districts oftener than once in two years. SEC. 2. There shall be one Registry Agent for each Election District cre- ated pursuant to this act. -All Registry Agents shall be competent persons and shall be appointed by the Board of County Ceintniesioners. They shall be resident freeholders and qualified . voters in the several Election Districts ‚ for which they shall be appointed. , They shall be and are hereby author- ized and empowered to adminisrer ohthe and affirmations and to do such other acts as may be necessary to fully cartey out the provisions of this act; provided, except as herein provided for, the first Registry Agents to be appointed under this act shall be ap- pointed by the County Cononiesioners of the several counties at their regu- lar meetings in June, 1889, and they shall hold. their offices until June 4th, 1890, and until their successors are appointed' and qualified; provided further, that no person a candidate for or who holds a Territorial, county, or other office, shall be eligible to hold the office of Register Of Elections. All Registry Agents shall be appointed bi- ennially each regular general election year, ut the regular June meeting of the Board of Commissioners, and shall held their offices for the peried of two years, eZeept as is hereinafter other- wise provided, but they shall be sub- ject to removal at any time by the Board of County Commissioners; pro- vided, that in any Election ‚District wherein any incorporated city contain- ing five thousand population _or more is situated, it shall be lawful, for the County Cononissioners to appoint two Registry Agents, and in ally District where We Registry Agents shall hews‚ appointed', the County Cominissioneia. shall allot, by order entered their minutes, to each of sneh agente, the part iettiar precincts in which such Agents shall make the registration e I.Lin ~et. . SCE. 3 . . It shall be the duty of the Chairman of the Board of County Cetemissioners of any county in Mon- tana, when he shall have received no- tice - from. any responsible citizen, of the death, disqualification, or resigna- tion of any Registry Agents; after the opening and prior to the closing of the books of registration, to immedi- ately, without giving notice, appoint some competent person to fill such vaeapcy, and it shall be the duty of such person so appointed !o qualify I within two days after receiving notice of such appointment. SEC. 5. It shall be the duty of the Registry Agents at any time when called upon to do so at their respective Offices between the hours of two p. m. and eight on all legal daysfroin and after the fifteenth day of Seplem- ber to the fifth (hay of October, and between the hours of ten a. m. and ten p. in. from the fifth day of October to and including the fifteenth day of October, prior to any general election not herein otherwise provided for, to receiye and register the names of' all persons legally qualified and entitled to vote at such election or who will have legally acquired a residence (be- ing otherwise qualified) and who have a right to . vote at such ensuing election steeordingto the provisions of law un- der which such election may be held in each election precinct within their re- spective districts. Whenever an oath is re- quired by the provisions of thin act, the elector shall swear according to his religious fhith or belief and in such manner as may be considered most obligatory - on his conscience. The registry books and lists shall be open at any time for inspection . by any qualified elector. 8fx. I. • When any person shall ap- pear and demand to be registered whom the registry agent shall, not know to be entitled to registry under the qualifications required by law, for the election then ensuing, the 'registry agent shall question the ap- plicant, generally, under oath, as to his qualifications as an elector, and if satisfied, shall enter his name itt . the registry, but if the registry agent shall not be fully satisfied or if the applicant be challenged by a qualified elector of the countx, stating distinct- ly the ground's of challenge, theregis- try agent shall require the applicant to answer truly, under oath or affirma- tion the following 'questions, together with fetich other questiáno as said reg-istry agent may consider necessary or 'proper, testing his qualifications as an decter fur the ensuineelection, to - wit: First, are you a citizen of the United.
