In the first issue of The Townsend Messenger on November 28, 1890, J.C. Kerley sets out the purpose and policy of his paper. It will be politically independent, which is essential since its policy is “to aid in every possible way in ferriting out the misdeeds of public servants—if there be any such”. More generally, Kerley believed the purpose of a newspaper is to boast for its community. Kerley devotes more space to mining than subsequent editors, while during the late 1890s, the editorials often focus on Cuba and then the Spanish-American War. Throughout the run, there is local news and an emphasis on state politics.
