Tho executive department shall con n's in others, tho Code law is uncon efitntlonal. . Another conflict in the same section is that v hen the Codes provide for only two j ears us a term for county ollieere, tho Constitution extends the time to oertaiu ones “ until their successors are elected and qualified.” Here again tho Codes are clearly unconstitutional. And, of course, in cases wliero tl o term provided iu the Constitution “ two years, and until their successors arr. elected and qualified,” no vacancy occurs , wheu there is a failure to elect or tho^3 a elected oue fails to qualify. 3&Q33Qa!333!2:3!3a33!3l3a!3!3QaQQB fl - \ H I HOTEL MORTON | £ DOPUYEK, MONT. g g WM.
