This is in lino with JNÆr. Wanamaker’s plans for- extending the free delivery.system. Two years ago congress gave to the postmaster general $10,000 which was expended in trying . the merits of free delivery,’ in fortyrsix- villages of fewer*than 500/ inhabitants, some of them b’aVing as:JowvaS 300. Carriers were put on in these commun*1 ities, and the result was that in one year $3,600 was earned by the venture over and above all expenses4. Incidentally, owing to'the increased sálelo! stamps in those forty-six- villages, the aggregate salaries of their postmás tërs) which' are paid by a percèntage on the sale of stamps, were increased $1,900. W h en ever the delivery.system is introduced it is found profitable for the government,, and the postmaster general lsconvinced- that, revenues of bis departmént, would be largely augmented by en tending ft.'to the farming districts/ It may be asked where m the rural districts does the house letter-box come in? Why, .on jfche. fence post b y the pub lic thoroughfare, .where it is easily- ac cessible to the families of the neighbor hood aiid the mounted letter-carrier, who delivers mail a,fc the farmhouses and collects the mail matter of the surround ing residents from the letter-boxes, car rying it to the nearest town or railroad station for trásmissiou. Every free de livery town has an immense contingent - rural population dependent .on its post*. — office for mail. That population must walk or ride to the city;every time it is desired ■ to post letters • or inquire for them.
