This 84-page special edition was produced by the Great Falls Leader staff in 1907. It's part of a long tradition of newspapers acting as boosters for their communities. The publication, funded by more than 65 advertisements, intended to promote the area to financiers and settlers. More than 70 business owners provided their signatures on the Proclamation on page 2: "Northern Montana is a region immensely rich in natural resources," it states.
