“TRIBAL COURT” BE IT RESOLVED BY THE TRIBAL COUNCIL OF THE CONFEDERATED SALISH AND KOOTENAI TRIBES THAT: WHEREAS, invoices for the court case of BIGHORSE vs. CONFEDERATED SALISH AND KOOTENAI TRIBES were in excess of Tribal Courts fiscal year 1988 budget; and WHEREAS, the total amount due for transcripts and depositions of the court case of BIGHORSE vs. CONFED ERATED SALISH AND KOOTENAI TRIBES is $4,974.00; now, therefore, BE IT RESOLVED by the Tribal Council of the Confederated Salish and Kootenai Tribes that the fiscal year 1988 Tribal budget is hereby modified by increasing Tribal Budget Line Item - Tribal Court by $4,974.00 for the purpose of paying for transcripts and depositions in the court case of BIGHORSE vs. CONFEDERATED SALISH AND KOOTENAI TRIBES; and BE IT FURTHER RESOLVED, that said budget modification FY-88-24B does hereby increase the Tribes’ overall budget from $8,206,428.10 to $8,211,402.10. Joseph E. Dupuis. Executive Secretary, presented to Council a proposed budget modification resolution request ing transfer of funds from the contingency fund to the Flathead Culture Committee for operating expenses. MOTION by Robert McCrea to approve Resolution 88-190 as presented, authorizing transfer of funds from contingency fund to Flathead Culture Committee for operating expenses in the amount of $1,550.00. Seconded by Sonny Morigeau. Motion carried (6 for, 1 abstained - Floyd Nicolai abstained from voting). RESOLUTION 88-190: TO MODIFY FY-88 TRIBAL BUDGET TO TRANSFER FUNDS FROM BUDGET LINE ITEM - CONTINGENCY FUNDS TO BUDGET LINE ITEM - FLATHEAD CULTURE WHEREAS, the Flathead Culture Committee has experienced a shortfall of funds needed to carry out the operation of the program in fiscal year 1988; now, therefore, BE IT RESOLVED by the Tribal Council of the Confederated Salish and Kootenai Tribes that the fiscal year 1988 Tribal budget is hereby modified by increasing Tribal budget line item “Flathead Culture” by $1,550.00 and increasing Tribal budget line item “contingency fund” by $1,550.00 to cover the anticipated expenditures in this program. BE IT FURTHER RESOLVED that said modification does not change the overall total for fiscal year 1988’s Tribal budget. Vern Clairmont. Executive Treasurer, presented a proposed resolution approving the fiscal year 1989 Tribal budget to the Tribal Council for consideration. MOTION hv Fred Matt to approve Resolution 88-191 as presented, approving the fiscal year 1989 Tribal budget for the Tribes. Seconded by Robert McCrea. Motion carried, unanimous (7 present). RESOLUTION 88-191; REQUESTING FUNDS FOR THE FISCAL YEAR 1989 TRIBAL BUDGET WHEREAS, a Tribal budget for fiscal year 1989 is required to properly conduct the business of the Confederated Salish and Kootenai Tribes; and WHEREAS, the Tribes’ fiscal year extends from October 1,1988, through September 30, 1989; and WHEREAS, the attached budget and justifications cover the twelve-month period from October 1,1988, through September 30,1989; now, therefore, BE IT RESOLVED by the Tribal Council of the Confederated Salish and Kootenai Tribes of the Flathead Indian Reservation that Tribal funds on deposit in the United States Treasury are requested to be made available to finance operations of the programs in the budget attached hereto. BE IT FURTHER RESOLVED that such funds be appropriated to and extend from the Confederated Salish and Kootenai Tribes’ Flathead Agency I.S.S.D. Account (advanced status) as designated for each program. Vern Clairmont. Executive Treasurer, presented to Council a proposed resolution to authorize use of Special Conservation Account (44-D) funds to be transferred to Fish & Game Department. MOTION bv Robert McCrea to approve Resolution 88-192 as presented, authorizing transfer of funds from Ordinance 44D funds to Fish and Game De partment Seconded by Fred Matt; carried, unanimous (7 present). RESOLUTION 88-192: AUTHORIZING USE OF SPECIAL CONSERVATION ACCOUNT (44-D) FUNDS IN THE TRIBAL FISH AND GAME DEPARTMENT’S FISCAL YEAR 1989 OPERATIONS WHEREAS, the Confederated Salish and Kootenai Tribes currently have the special conservation account (44-D) which consists of the receipts from the sale of recreation permits, bird hunting stamps and fishing stamps, forfeited bonds and monetary penalties and damages accruing to the Tribes pursuant to Tribal Ordinance 44-D and WHEREAS, all receipts deposited into the Special Conservation Account are to be used to support and enhance the conservation of Tribal fish, wildlife and natural resources; and WHEREAS, the Tribal Council, in adopting an operating budget for fiscal year 1989 has identified a need for $150,000 of those funds for the Tribal Fish and Game Department; now, therefore, ________________________________ S e p t e m b e r 28,1988 - c s k t s char-Koosta News, Pabio, m t - page u
