BE IT RESOLVED, that the Tribal Council of the Confederated Salish and Kootenai Tribes hereby authorizes the transfer of $150,000 from the Special Conservation Account into the general fund to be used in support of the Tribal Fish and Game Department’s fiscal year 1989 budget. Vern Clairmont. Executive Treasurer, presented to Council a proposed resolution approving the Tribal Credit Program’s budget for 1989. MOTION bv Joseph Felsman to approve Resolution 88-193 as presented, approving the 1989 budget for the Tribal Credit Program. Seconded by Floyd Nicolai. Motion carried, unanimous (7 present). RESOLUTION 88-193: APPROVING FISCAL YEAR 1989 BUDGET FOR THE TRIBAL CREDIT PROGRAM WHEREAS, the Plan of Operation and Declaration of Policy of the Tribal Credit Program requires the approval of the budget by the Tribal Council; and WHEREAS, the Tribal Credit Program is a very significant factor in improving the socio-economic well-being of Tribal members; and WHEREAS, the program provides the only source of credit for many Tribal members; now, therefore, BE IT RESOLVED, by the Tribal Council of the Confederated Salish and Kootenai Tribes that the FY89 budget as shown below is hereby approved: Personnel, $207,150; Operating Costs, $43,403; Travel/Transportation, $5,875; Capital Equipment, $73,300 (vehicle, computer program, laserprinter, desk chair, 2 Wyse computer teminals, 2 calculators); Non-Capital Equipment, S 1.545: Other. $5.000: for a total of $336.273. John Carter. Tribal attorney, and Park Moore. Tribal biologist, presented the bird regulations for pheasant and hungarian partridge to Council for consideration. MOTION bv Robert McCrea that Tribal hunting hours be the same as federal regulations for pheasant and hungarian partridge on the Reservation. Seconded by Fred Matt. Motion carried (6 for, 1 not voting - Sonny Morigeau out of the room). John Carter. Tribal attorney, discussed partial closure of hungarian partridge hunting, opening hunting of doves and possible zoning use of lead shot on the Reservation, which were some of the concerns at the public meetings held with Tribal Council. Council consensus that there be no Council action on dove hunting or lead shot zoning on the Reservation. MOTION bv Fred Matt to eliminate the limited closure of hungarian partridge hunting and equate it to the same seasons and hours as pheasant hunting, pursuant to public comments received. Seconded by Robert McCrea. Motion carried (4 for, 3 opposed - Joseph Felsman, Sonny Morigeau and Louie Adams opposed). John Carter. Tribal attorney, gave an updated report on the Cominco Mine geological issue. Bob Wheeler had informed the geologists they could do some exploring in the area. Council consensus that John Carter send a letter to Cominco Mines informing them that Bob Wheeler does not have the authority to permit any geologists to do any exploring on the Reservation.
